Summary: Originally a Live Webinar on September 12, 2023, this webinar features a panel representing different prosecutor offices or court administrators across the nation that have created diversion programs to keep juveniles out of the juvenile justice system.  Many other prosecutor’s offices are looking for ways to implement or augment their diversion programs. This panel will assist those prosecutors interested in implementation or augmentation and will include representatives from a small, medium, and large juvenile prosecutors’ office who have created diversion programs in their jurisdictions.  In this panel webinar representatives will be discussing the creation of their diversion programs, community partners involved in the program, and describing the specifics of their diversion program.

Learning Objectives: 

(1) Learn how diversion programs across the country were created and maintained;

(2) Learn the potential challenges of diversion programs directly from those running diversion programs in small, medium, and large jurisdictions, including evidence-based programs;

(3)  Learn the affects of diversion programs in different counties and the impacts they have had on communities.

Lisa Weinreb is a Deputy District Attorney in San Diego County. She has been a prosecutor for 31 years working in the area of child abuse, domestic violence, gang prosecution, identity theft and insurance fraud and Juvenile Justice. Now retired, at the time of this webinar she was the Chief of the Juvenile Branch of the San Diego District Attorney’s Office.

For 20 years, Lisa Weinreb was an adjunct Professor at California Western School of Law in San Diego where she taught Trial Practice, Advanced Criminal Prosecution, Forensic Evidence, Culture and the Criminal Justice System and White Collar Crime. Ms. Weinreb has instructed for the California District Attorneys Association, the National Institute for Trial Advocacy and the National District Attorneys Association. Ms. Weinreb received her Bachelor's degree from the University of Texas at Austin in 1989 and her Juris Doctor from California Western School of Law in 1992.

Kelsi Vinger

Brown County State's Attorney's Office (Aberdeen, South Dakota)

Kelsi Vinger has been employed as the Diversion Specialist in the Brown County States Attorney’s Office since 2019. Prior to that, Kelsi worked for Department of Corrections supervising juveniles and adults in the community. While working in the “deep end” of the system, Kelsi identified the need for more services to be provided at the “front end” of the system to help keep our offenders from re-offending in efforts to keep community safe. Kelsi works individually with defendants to develop a plan to divert them from the criminal justice system by connecting them to resources within the community. She also works to create trauma-informed detention alternatives within Brown County. Additionally, Kelsi serves as the President of Aberdeen Area Child Protection Team, a team made up of different entities in the area to provide education, awareness, and funding to families.

Kathie Gibson

Office of Bruce Bartlett, State Attorney for Pinellas and Pasco Counties (Florida’s 6th Judicial Circuit, Clearwater, Florida)

Kathie is a graduate of the University of South Florida. She’s been employed by the State Attorney’s Office since 1980.  In that time, her primary focus has included developing office business policies and procedures related to the prosecutor’s office, which employs approximately 415 employees, serving a population of over 1 million.   She is responsible for the development and monitoring of multiple specialty courts and grants, including Veterans’ Treatment Court and Mental Health Court.  She has developed and remains the primary contact and implementation specialist for the coordinated Direct Diversion Program with the Juvenile Arbitration Program of Pinellas County, which provides juvenile misdemeanants with minimal prior record with an opportunity for diversion prior to court participation.  Kathie also coordinates and assists with creation of computer software related to records management systems, police report systems, and evidence maintenance software.
