Joanne Thomka is the Director of the National Traffic Law Center of the National District Attorneys Association in Arlington, Virginia. Prior to joining NDAA, Mrs. Thomka was a Senior Assistant District Attorney for the Onondaga County District Attorney’s Office in Syracuse, New York. She was the Bureau Chief of the DWI Unit. Mrs. Thomka also previously served as a Program Counsel at the National Association of Attorneys General (NAAG).

Mrs. Thomka is a member of several committees which pertain to traffic safety: Transportation Research Board’s Traffic Law Enforcement Committee, National Sheriff’s Association’s Traffic Safety Committee, Highway Safety Coalition, and the Traffic Injury Research Foundation’s DWI Working Group, She is also the recipient of the 2013 J. Stannard Baker Award, presented by the National Sheriffs’ Association and the National Highway Traffic Safety Administration in Recognition for Outstanding Achievement in Highway Safety and a 2016 Public Service Award from the National Highway Traffic Safety Administration for protecting communities and enhancing traffic safety through legal information and training to the Nation’s criminal justice community.

Meera Joshi serves as the Acting Administrator of the Federal Motor Carrier Safety Administration. Most recently Joshi served as General Manager of the New York office of Sam Schwartz Transportation Consultants and visiting scholar at NYU’s Rudin Center for Transportation policy. Previously, Joshi served as chief regulator of New York City’s for hire vehicle industry. Under her leadership, New York City mandated the reporting of granular trip data from large app operators, which informed landmark data-driven safety reforms, enforceable pay standards for drivers and meaningful access to service for the disabled. Joshi was also an executive manager in city agencies charged with oversight of the New York City Police Department and Department of Corrections.

Jim Camp is a Senior Attorney with the National Traffic Law Center, focusing on Commercial Driver’s License related topics. 

A nationally recognized authority on traffic safety, CDL Masking, trial advocacy, law enforcement and prosecution issues, he is an in demand motivational and subject matter expert speaker having practiced law for more than 40 years most of it as a trial lawyer. Born and raised in East Central Wisconsin, Jim was elected to 9 terms as District Attorney there, and 9 years as Assistant District Attorney General and Traffic Safety Resource Prosecutor in Tennessee. While TSRP in Tennessee Jim’s office was at the Tennessee Highway Patrol Training Center where he taught in-service and cadet school classes and acted as a liaison with the Highway Patrol. He was also one of the charter founders and instructors of the Tennessee District Attorney General’s Trial Advocacy School held yearly at the University of Memphis Law School. Jim has authored numerous articles on impaired driving, CDL masking and trial advocacy. Over twenty-five thousand have heard him speak.

Jim is a recipient of the Tennessee Governors Highway Safety Office Lifesavers Award, the Tennessee District Attorney Generals Conference President’s Award, and the Kevin E. Quinlan National Excellence in Traffic Safety Award. He is past board member of the Wisconsin Academy of Trial Lawyers, past board member and state president of the Tennessee Mothers Against Drunk Driving (MADD) Board of Directors and is currently a member of the MADD National Law Enforcement Committee.

He resides outside of Nashville, TN, is a lifelong drummer, enthusiastic guitar picker, a member of the Tenth Legion, proud father of two and is the world’s greatest grandpa to his four grandchildren.

Aaron Ann Cole-Funfsinn is honored to be a member of the Traffic Team at the NDAA’s National Traffic Law Center. Aaron Ann was born and raised in Lexington, Kentucky.  She left the Bluegrass State to attend the University of Michigan in Ann Arbor, and then moved to Chicago to attend Loyola University Chicago School of Law.  Upon her graduation in 2008, Aaron Ann began working as a criminal prosecutor at the Cook County State’s Attorney’s Office, where she clerked throughout law school.  After prosecuting countless cases, Aaron Ann returned to Kentucky in 2012 and practiced administrative and civil law before returning to her roots in the Special Prosecutions Unit at the Kentucky Attorney General’s Office.  In 2016, she became an Assistant Commonwealth Attorney with the Fayette County Commonwealth Attorney’s Office and was eventually appointed to the Special Victim’s Unit.  After, she joined the Kentucky State Police (KSP) as an Attorney in the Office of Legal Services to teach at the Academy and advocate for KSP.  In August 2019, Aaron Ann was appointed as the law enforcement-focused Traffic Safety Resource Prosecutor (TSRP) based at KSP.  There, she worked tirelessly to develop traffic-based trainings for law enforcement and prosecutors.  Aaron Ann is a member of the Kentucky CDL Advisory Committee and the Kentucky CDL Outreach Project.  

Carla Weaver is the Law and Justice Liaison for the Department of Licensing (DOL). Carla was appointed this position in June 1, 2006. She has worked for DOL for 34 years in numerous area of DOL. 

Carla administers statewide strategic business programs and is responsible for the interpretation and implementation of federal and state laws as well as rules and policies that affect all levels of traffic safety, driver and vehicle record management and driver licensing. She leads program staff through constant change due to new legislation and court/legal decisions. Carla develops strategic and tactical plans, program direction and performance standards to accomplish the agency’s goals and objectives.

She plays an active role in the training of court staff and law enforcement. Ms. Weaver has an abundance of knowledge regarding the driver and vehicle record and enjoys sharing that with other which includes internal and externals stakeholders as well as her fellow co-workers.

Her passion in life is her daughters Ashlie and Shaelyn, grandchildren Mason, Sophia who recently moved to Naples Italy and grandson Ryker who lives in Olympia. She adopted a cat named Annie that was found in a hoarder’s house with 15 other cats.   Carla loves to go to the beach to relax, plus crabbing, digging clams and fishing.

Cheri Daniels is the CDL Coordinator for the California Department of Motor Vehicles since November 2017.  She is responsible for all activities related to the occupational Licensing industry and commercial licensing.  CA DMV has over 600 thousand commercial drivers. Prior to this position, she was the Headquarters Region Administrator in the Driver Safety Branch.  She has held various positions in program administration and human resources throughout her 31-year career in the State of California government.  Since March 2020, the pandemic has prompted CA DMV to expand the online services, which included upload the commercial medicals.  There has been various enhancements and projects to leverage technology to increase the online services for customers.

Cheri has Bachelor of Arts in Business Management from the University of Phoenix.

Cheri fosters collaboration with management to keep open lines of communication to develop a cohesive team and proactive steps to encourage and motivate staff for upward mobility and succession planning.

Christopher Turner is the Director of Enforcement Data and Judicial Outreach for the Commercial Vehicle Safety Alliance. Chris has testified before the United States Senate, House of Representatives, Kansas Senate and House, worked on Congressional Highway Bills, state laws, federal and Kansas administrative regulations.  Chris is a former Kansas Highway Patrol Captain. Chris oversaw the Patrol’s Motor Carrier Safety Assistance Program (MCSAP), weight enforcement (fixed and mobile), accident reconstruction teams, and the Drugs Recognition Expert and Standardized Field Sobriety Testing programs. Among other duties, Chris served the Patrol as a Drug Recognition Expert, Standardized Field Sobriety Instructor, and accident reconstructionist. 

Chris is a past President of the Commercial Motor Vehicle Safety Alliance serving as the vice chair of the Programs Initiatives Committee, Adjudicated Citations Committee, while moderating several technology forums.

Chris is a graduate of Washburn University School of Law where he received his Juris Doctor and is a practicing attorney. His undergraduate degree is from Benedictine College in sociology focusing on religious studies emphasizing philosophy.

Chris Daniels has been the Traffic Safety Resource Prosecutor for Indiana since 2011. Prior to that, he was a deputy prosecutor in St. Joseph County for 5 years, and worked as the Fatal Alcohol Crash Team prosecutor. In his time at IPAC, Chris has worked closely with traffic safety stakeholders on a wide variety of traffic issues, particularly Operating While Intoxicated. He has been a co-author on publications such as the NDAA CDL Distracted Driving Monograph. In addition to training in Indiana, Chris has trained at several national conferences as well as been guest faculty in other states such as Michigan, Idaho, Illinois, and Oklahoma on the topics of operating while intoxicated, commercial motor vehicles, and distracted driving.

Justice Gary Graber has served as the town justice for the Town of Darien, New York, since January 1980. He is a past member of the Town and Village Court Education Curriculum Committee and has taught criminal and administrative courses for the New York State Judicial Institute and the New York State Office of Court Administration.

Justice Graber continues to be very active in the development and training of topics relating to commercial driver’s licenses and commercial motor vehicles, including the development of sentencing charts which assist the New York courts in properly disposing cases that involve commercial motor vehicle equipment violations. As an alumnus and faculty member of the National Judicial College since 2008 he continually instructs judicial personnel both in their home states and virtually on all matters related to the commercial driver’s license.

Several years ago he was appointed by the Hon. Gail Prudenti, Chief Administrative Judge for the State of New York to sit as a member of the New York State Advisory Committee on Local Courts and is also an honorary member of the New York State Magistrates Court Clerks Association. He is a past president of the Genesee County Magistrates Association and has been a member of the New York State Magistrates Association for over 41 years, serving as a past president, vice president and director in that association.  He has received many awards, including the Leadership Award from the Genesee County Magistrates, the 2005 Magistrate of the Year Award, the 2006 Criminal Justice Award from Genesee County Alcohol and Substance Abuse, the 2006 Leadership Genesee Outstanding Alumnus Award and the2013 Kevin E. Quinlan Award for Excellence in Traffic Safety.

Romana Lavalas served as the CDL Senior Attorney for the National District Attorneys Association’s, National Traffic Law Center from 2017 to May 2021. During her tenure at NDAA, Romana provided education and technical assistance to prosecutors, judges, law enforcement and other allied professionals, as well as develops resource materials addressing commercial drivers’ license issues in the criminal justice system.

Prior to joining the National District Attorneys Association, Romana served as a prosecutor for the Onondaga County District Attorney’s Office in Syracuse, New York. During her 17 year tenure, Romana prosecuted misdemeanor and felony DWI cases as well as argued appeals before New York State’s Appellate Division, Fourth Department. She is a graduate of the State University of New York at Albany and Syracuse University College of Law.  Romana recently accepted an Attorney-Advisor position in the Office of the Chief Counsel, CDL Enforcement and Litigation unit at the Federal Motor Carrier Safety Administration. 

Sergeant Mike Marquardt has been a law enforcement officer with the Wisconsin State Patrol for 22 years.  He is trained as a crash reconstructionist and has been practicing full time since 2004.  Currently he is a supervisor in charge of the WSP’s Technical Reconstruction Unit (TRU).  TRU investigators respond to serious injury and fatality vehicle crashes across the state.  In Mike’s career, he has investigated over 1000 of these types of cases.  He continues as an active investigator within this unit, and Mike teaches and presents on the field of crash reconstruction both at the Wisconsin State Patrol Academy and at conferences and gatherings like this today.

Tara Jenswold has served as the Traffic Safety Resource Prosecutor for the State of Wisconsin since 2003, and an Assistant Attorney General in the Criminal Litigation Unit at the Wisconsin Department of Justice since 2009.  In this role, Ms. Jenswold provides training and technical assistance to prosecutors and law enforcement.  In addition to her training and outreach responsibilities, Ms. Jenswold prosecutes complex vehicular homicide cases throughout the state.  

Thomas Lockridge has been the Traffic Safety Resource Prosecutor at the Unified Prosecutorial System in Kentucky since January 2018. Tom served as the Commonwealth Attorney for the 13th Judicial Circuit in Kentucky from 1990 until he retired in August 2016. Prior to that and beginning in 1986, he served as Assistant Commonwealth’s Attorney. He served as President of the Commonwealth’s Attorneys Association in 1997-1998 and received the Carroll M. Redford Award as “Outstanding Kentucky Prosecutor” in 1995. The Kentucky Attorney General honored Tom as the “Outstanding Commonwealth’s Attorney” in 1997 and in 1996 he was named “Outstanding Young Lawyer” by the Kentucky Bar Association. He has served as a member of the Prosecutors Advisory Council, The Governor’s Task Force on Sexual Assault, and served as chair of the Kentucky Multidisciplinary Commission on Child Sexual Abuse from 2002 to 2009. Tom has served as a member of the faculty at the National Advocacy Center, the Kentucky Prosecutors Institute, at forensic interview clinics for APSAC, and has presented on the subject of Prosecutorial Ethics in over thirty states. In 2020, Tom was one of the co-authors of the NDAA/NTLC Monograph on Constitutional Law Issues in Impaired Driving Cases and was one of the creators of the “TSRP Tips of the Week” video trainings that are widely distributed across the country. He currently serves as the Co-Chair of the Kentucky Impaired Driving Task Force and is a member of the Kentucky CDL Advisory Committee.
